The first row is the one that changes operations most and is most often left out of scope during design, usually because it involves a system owned by a different department.

Define which conditions raise a ticket and which only appear on a dashboard, set thresholds against observed normal behaviour rather than theoretical limits, route tickets to the team that can act, and review the alert set quarterly to remove conditions that never produced useful action.
Because protocol and network decisions made during design determine what can be connected later. Adding the link afterwards usually means revisiting the network design, so it belongs in the day-one specification even if it is commissioned in a later phase.
